After spending way too long troubleshooting this, here’s the current situation and what actually works.

Why Bethesda's "Update" Changed the CC Rules

To understand the frustration, you must understand the shift from "Creations" to "Verified Creations." With the update, Bethesda merged the paid Creation Club and free mods into a single "Creations" menu. This required a new authentication protocol (handshake with Bethesda.net).

Every time you press "Download," your game now pings Bethesda’s servers to verify you own the content and that the content is compatible with the latest EXE. If the server is slow or your internet hiccups, the download corrupts instantly.
